This looks like a juvenile to me, but I'm no expert. I took this photo at Northerly Island during a Polar Adventure Day earlier this year. This red-tailed hawk is a rescue under the care of Flint Creek Wildlife Rehabilitation. It's my understanding that they have an office on-site at Northerly Island. They care for birds, reptiles and mammals.
Photo Nerdery: This was taken near to when I first had the 85L. I was plain addicted to shooting it wide open...still am, but now it's in rotation with my other favorites. I would love for that poster or whatever it is not to be in the frame. There was another bird and handler to his right, so it couldn't be helped. [Canon 1DsIII, 85L, f/1.2, 1/500, ISO 320]
